The end doesn't always justify the means and the case in point this time is Bihar Chief Minister's recent campaign to promote his government's rural development programmes. He is caught on the wrong side of the law for holding public screenings of Basu Bhattacharya's iconic film 'Teesri Kasam' that won the National Award for best feature, without seeking the required permission.

Nitish Kumar, who heads the state's rural development department, had flagged off a massive programme on March 5. The rural development campaign aims to cover around 2000 Panchayat areas of the 38 districts. As part of the initiative, around 115 mobile cinema halls will roam the villages of Bihar and screen the Raj Kapoor and Waheeda Rehman starrer which will be paused at regular intervals for 'live advertisements' where officials will talk about the different rural schemes. However, the organisers forgot one vital step—to obtain the screening permissions from the family members of the film's producer, late Shailendra.

The family members are now planning to seek a compensation of Rs15 crores from the Bihar government for holding public screenings of the film without their permission. They have sent separate letters (which TOI has got copies of) to the Chief Minister Nitish Kumar and Information and Broadcasting Minister Manish Tewari regarding this. The family is planning to sue the Bihar government if it fails to respond to the letters within seven days.

"We had secured a court order in 1967, which clearly states that we are sole copyright owners of the film. I was shocked that the Bihar government just bought DVDs from the market and decided to screen it for the villagers," Dinesh Shailendra, the youngest son of Shailendra, said.

When TOI got in touch with Preeta Verma, Special Secretary, Home department, and asked if she was aware of any such letter, she said: "We are aware of the rural development scheme but we have not received any such letter. There is a possibility that the letter didn't reach us because they did not need to get in touch with the relevant department."

Ironically, Shailendra hailed from Ara district of Bihar and the film was shot in the state as well.
